I've got your point. You are right, we need at least to have a basic living standard with some protection. However, the goverment has concern little about the middle class(or low-middle) while the housing rate (樓價) is too high in Hong Kong. This is what it means "財富不均",almost all the properties are developed by several 地產商s.
However, in order to relax, dreaming to be rich may be one the good way for us! 朋友,奸爸爹!
