If the singer behind the scene has her name somewhere in the program note and it's public, then it's okay.
Also, it's a matter of reasonable expectation. In some movies or shows, we know the actor doesn't do the singer. However, in this case, everyone expect the singer is the singer.
It's acceptable if it's the performing child's own recording. Then, it's more a technical issue, i.e. to play save. Now, it's an integrity issue.
The concept is similar to plagiarism in the academic field. It's okay to quote other people's writing. However, if one makes other people's writing as if his own, then it's plagiarism.
Though in show business, people accept "make believe", i.e. people want to believe something they know is not true. Yet, it should be within reasonable expectation. That's why people find the the behavior of the twins girl not acceptable.
