i think not only the phone company will do that, just maybe because people switch plan or phone company more often than any other things now... and that's the way how the company make money, and maybe this is different than you go to shop for a T-Shirt, you know the price then you buy it, phone bill always arrive a month after you used it therefore WE have to more and more be careful when sign up for a new contact, salesman always hide all the extra charges details until you ask them, so be more prepare yourself before go to shop for another contact.

消委者可以去消委會投訢,
消委會會處理個別情況,
但由於商人都會走法律隙,
好多時候都是無用的,
加上政府保護消費者權利不足,
所以現時好多消費廣告都有誤導成份!
