I think any reasonably educated person in Hong Kong knows the reason behind. Just the government wants to divert our attention to something else, such as to turn off the car when stop. According to the research by Polytechnics, the effect is minimal as over 99% of cars on the street are running. Also, even during that period of time when the car is stopped, the extra pollution is very minimal.

香港空氣差嘅主要原因當然由於北面嘅污染飄來,
雖然停車熄匙作用唔大,
但係夏天天氣熱,
停車熄匙都可以減少啲熱氣排放嘅,
咁做對大家都有好處嘅! =)
同埋我覺得香港的高樓大廈太多喇,
block住晒風, trap住晒啲dust and polluted air,
想空氣好都幾難～

淨係識起寫字樓商場,
愈來愈好,
好似觀塘重建,
又係起到鬼咁高,
乜風都BLOCKED哂,
